To work in Montenegro, it is necessary to obtain a permit for temporary residence and work from the Ministry of Internal Affairs. The conditions you must meet to obtain this permit are:
- to have means of subsistence
- to have accommodation provided
- to have health insurance
- to have a valid foreign travel document or ID card, the validity of which must be at least three months longer than the approved stay period
- not to have been prohibited from entering and staying in Montenegro
- not to have been finally convicted in Montenegro or in the country of origin to an unconditional prison sentence exceeding six months for a criminal offense prosecuted ex officio or if the legal consequences of the conviction have ceased
If you meet these conditions, you need to submit the following documentation to the local unit of the Ministry of Internal Affairs:
- copy of passport or biometric ID card
- job offer from a company based in Montenegro
- proof of employer registration in Montenegro (extract from the Central Register of Business Entities)
- proof that you have not been finally convicted in your country of origin
- proof of means of subsistence (proof of funds in the account or proof of personal income from work engagement in the last three months. You must possess financial means amounting to at least €10 for each day of the required stay)
- proof of provided accommodation (property deed; landlord statement and property deed; employer confirmation of collective accommodation at an entrepreneur or entrepreneur registered for providing accommodation services)
- medical certificate (issued by the competent healthcare institution in Montenegro)
- proof of acquired level of education and qualification (decision on recognized foreign educational document or original foreign educational document with confirmation of application for recognition of foreign educational document. If you are employed as an unqualified worker, recognition is not required)
- health insurance (insurance policy in Montenegro or health card)
- proof of payment of fees depending on the municipality where the document is issued
As a foreigner in Montenegro, you can only perform activities for which a permit for temporary residence and work has been issued, and only for the employer who employs you.
